Long story short nothing really changes just a number on a piece of paper.  The ultimate low temperatures,  that's where you want to keep an eye on . Look up record lows for the last 100 years that will give you an idea about how many severe freezes your area has been experienced.  Plants don't care about average temperatures,  it's the ultimate low.

Also the map doesn't include winters from the last 3 years which 2 of them has been very cold. If they would have added those cold events numbers might not have changed. Rule of thumb subtract an entire zone for planting if you want to be on the safe side but again the low record is the most important indicator.
