One possible explanation would be that your microclimate is just a bit too cool and humid.  I have this issue with Howea, very sparse or none for seed set.

I'm not an expert on this species, but I'm always receptive to trying to understand it's requirements, and preferences.

My guess as to why your seeds are aborting prematurely is because of the tree's location. I took a drive up to Brookings OR one time to see what the palms look like north of Crescent City, and was surprised how many homes had planted a variety of palms in their yards. Unfortunately I didn't see any Jubaea, but I did notice that although it was in the Summer, it was much cooler than even San Francisco. So my guess is the lower amount of heat might play a part in your observation. FWIW

So, now that things have calmed down…🤣
