I'm not great at IDs, but it's a Macrozamia - just not sure what type.  Communis?

Yes, I'm calling it Macrozamia douglasii. I looked up a lot of macrozamias and this looks closest. I'd be happy if someone corrects me (good way to learn more).

That is not a communis for sure. The armament is a giveaway.  ID online is tough and I can tell you what it isnt. Looks like a douglasii or johnsonii. 

Hi, looks more like Johnsonii which has a lighter lime colour and longer leaf. Also Douglasii tends to develop a slight twist to the leaf
