The climate in Mexico City is TOTALLY different than here in Guadalajara. I use 400 - 600 liter tumbs and have palms like Adonidia merrillii (kerpis palm) at 4 to 5 meters high with no problem in the high winds. With the high walls on the OP's relative's patio, falling over is no big problem as the palm wont end up several stories down, it will simply have to be put right again after the storm. The Kerpis also weathers hail well, and that is something I unfortunately know about as we have very aggressive hail here.

Brief update. He met the neighbors and took this shot. Guess THEY had a palm (not sure what it is, looks like a zone or two above my interest grade)

Nice spindle palm! However, it is nowhere near as cold sensitive as is a coconut palm....

A spindle will work in a Mecico city rooftop.
