Fungal disease?

Is this a fungal disease? Cold damage? It seems to happen during the winter and it is only on the new fronds. I saw it on a small Washingtonia before it died a few months later. Now I see it on a date. Should I treat it with something?

Looks to be like both. Peroxide application in order.

How much and how?

Pour it into the crown around the spear. It should take a lot but you’re not going to hurt it by pouring too much.

Ok. So, is this Hydrogen Peroxide? Do I use it as sold or should I dilute it? Also, is it a problem if that stuff gets in the soil? I do have fungicide, should I apply that to the soil as well?

Poor it straight from the bottle , the fizzing tells you , your onto something haha. 99 cents generic version is all good too
