Sharp knife, coarse sand paper and you should leave anyway a respectable amount of fiber on seed, because it serves as a sponge to store necessary moisture for germination and subsequent growth if hypocotyl.

In addition high heat helps germinate the seed.  Once it germinates it should go into a 35 mm deep pot.  Like Bismarckia it puts down a long radical!
