Years at best, maybe never in a pot. I've had a triple in the ground my husband bought in 1993 (he hates spiny palms). It needs lots of pruning because the fronds sag and take vicious swipes at us if we don't prune it with care and pick up the fronds with long tools. After 33 years the 3 solitaries forced into a triple are almost over our heads. If you are very young you should live to see what you seek. If you are even close to my age your chances are likely nil. It's tough getting old.

I would think it would take many years and a very large container to get a Phoenix Roebelini to grow tall enough to stand under . Also , the climate would have to be favorable . I have seen them in shopping malls tall enough but the pot was about a third of the height of the palm. Harry

Back in 1988 I was gifted a single Phoenix roebelenii (my first palm) with about 6" of trunk.  Probably the smallest size you can get at the typical big box store.  I kept in the same container and it stayed outside from March to November every year since I was living in Georgia and Tennessee where it could never be planted outside.  I didn't know much about palms back then and didn't know that this species loves water.  I probably only gave it Miracle Gro generic plant fertilizer a half dozen times but it grew well.  I eventually potted it up once in the 17 years I had it in a container before I lived in a place where I could plant it outside.  It probably had just 4' of trunk!  Keeping it in a pot slowed it down particularly since it didn't get special lighting during winter so proper care can get it going faster but mine did well in spite of the neglect I provided!  If you want to keep one small confining it to a pot is the way to do it!
