Washingtonia Robusta not doing well indoor

I have a Washington robusta in a pot that was thriving outdoor.
 

Here in Canada we keep our plants indoor in the winter month so I have a south facing room that’s average 25-27’C with growing lights.

I keep a few other species that are looking very good but the Washingtonia is having a harder time.

It is not overwatered, it has 20-20-20 fertilizer once a month … but it is loosing its fans … I trimmed them to save his energy for the new ones that’s coming out … any ideas why he’s doing that ?

No bugs I looked. Been treated before bringing it indoors with Bug Tek.

Where abouts in Canada? My belief is it's problems are originating in the root zone. That "soil" looks capable of holding a great amount of moisture. I recall this same method over 40 years ago and failed miserably, as these aren't very good indoor candidates. These days I grow 'em outside and will winter shelter it when cold arrives (Vancouver Island, BC).

last winter I kept it indoors and it was fine. Outdoor from June to September it was great. But over the last month something is happening. 
 

all my other palms (queen, phoenix, adonidia) are fine … except this one. Don’t know what is different from last winter. 
 

more water ? 

I would back off on fertilizer . Depending on the type of fertilizer , there can be adverse effects from repeated feedings on potted plants . Here , where Washingtonia are naturalized and grow everywhere , fertilizing them is never needed . If there is a build up in the soil , perhaps just replacing the soil in the container would do. I’ve had them in containers before , sometimes for long periods , with no fertilizer at all . Harry
