Hawaii Sunset zones

I notice that the Hawaii maps in my Sunset book (probably not the latest edition but not too old) omit vast swaths of the islands. Perhaps these are all areas off limits to development?

Or perhaps, there's no soil. Just bare rock so nothing can grow anyway. Need a local to comment.
