ID needed, very nice palm in Santa Barbara CA

Can anyone tell me what this is, or give me some clues to chase down? It's about 15' tall, growing in a very dry area. Does not look like it should flourish here. The trunk is naturally bare, as the leaves fall off.

Santa Barbara CA, in a location with numerous trees that "don't grow reliably below zones 10 and 11."

I agree with Jim, this palm looks dehybrated.  Its not a dry loving species, its shouting water water!  They do grow very well out in california when taken care of.

Take a 5 gallon bucket of water for it! These need lots of water . It will take about two years to get it looking great again if the owner starts right away . I have one that drinks like an Irishman on leave! Beautiful palms when hydrated correctly. Harry

Species I'm growing from seed: Verschaffeltia splendida, Chrysalidocarpus leptocheilos, Licuala grandis, Hyophorbe verschaffeltii, Johannesteijsmannia altifrons, Bentinckia condapanna, Livistona benthamii, Licuala mattanensis 'Mapu', Beccariophoenix madagascariensis, Chrysalidocarpus decaryi.
