I've got a few mule palms and this one in particular has been struggling for the last two years. Every shoot is increasingly smaller, about 3 feet on the newest. After a stom the leaf bases started falling off, I smacked the rest off last night with a stick. Most were rotted out and squishy. The palm next to it has this white fungus growing behind the palm base. The day light photo was 4 days ago.  Lots of cockroaches flew out when I was removing the the bases, glad it was night when I could hardly see them. What do I need to do to prevent this from getting worse. If you need anymore photos I'll be glad to get them later today.

That’s definitely concerning. How much trimming do you usually do though? It seems a tad over trimmed for a mule palm . Also, is it just leaf bases that are rotten or the trunk itself? The small leaves could be a result of manganese and or boron deficiency as well.

I try to do minimal trimming but back when my dad used to do it he was very aggressive with it, just the leaf base from what I can tell, the trunk is still hard. I was removing some bases from the tree next to it and found these mushrooms growing out of it. The trees definitely have nutrient issues with them mostly being surrounded by pavers.
