Help with my Pygmy Date Palm

Hi Everyone,  Just joined like a week ago, been following for pointers before that trying to gain a little knowledge of what I got myself into, this my First Palm. I picked up a Pygmy around 2 months ago and I thought was going good, but..I'll start from repotting him after 3 weeks couldn't get soil tester into soil and roots where poking out bottom so I went ahead from a 10" growers pot to a 12", where I placed on top ring starts 12" with taper to 10", everything was good so last week I started a slow release 8-2-12 PalmGain, it took off after a couple weeks, No fertilizer for 6 weeks, but fish emulsion with watering, avg around 7 or 9 days between watering between tester and finger.

 I had noticed a few weeks ago white dots under fronds, yellowish and like rust on top of fronds. Looking into it I thought scale? I don't see critters, webbing nothing. Yesterday I was checking him and had time and q-tipped the whole plant and shot it with insecticide soap. I'm finding all kinda things online from fungus to pests to watering, light who knows?   I picked up an Areca a week after the Pygmy and I pretty much follow the same routine and she's fine, Spears popped everywhere. I was going to move Pygmy outside but it's been funny overcast, 50's at night. I'm in SoCal, Orange County and figured he'd be fine outside and it's getting big for my little apt. I did burn him at first, windows are South and West so it was direct sun after 11 or so, did all curtains with shear and I haven't seen anything over 1500 foot candles with meter. So I'm Asking The Professionals for Help!! I threw in a few pics, any advice would be greatly appreciated..Thanks..and Yep, the only pest I have is a cat that ate the one!!

Im not an expert but this actually looks fine! I could be wrong but they look like healthy roebeleniis to me!

I was poking around yesterday and if they were Mealybugs or Spider Mites I figured they'd move? These don't and their hard, some won't come off with finger nail alcohol takes them off.  Picked up another today 19 bucks at Home Depot..

Palms look OK. Stop using alcohols and acetone on the plants.

Acetone I never, I clean steel with that stuff. Alcohol never on whole plant just like spots here and there. It's been a few days and I don't see anything coming back after using insecticidal soap on it, I'm thinking of hitting it again next week. I'm trying to get my soil nutrient levels where they should be everything's low but Pottasium but I just started with the slow release 8-2-12 so I'm going to give it some time.
