advice on how to grow windmills from seed

I bought 100 trachycarpus fortunei seeds from bulgaria about  2 months ago and they arrived about a week ago. i left them in plastic cups with water for 4 days. so far i've already put them in dirt. i have about 70 just spread out in a tray of dirt, and 30 in a seed starter kit with the tray on. 

right now i have them growing in my basement near some windows. the basement is 63F or about 17c

what advice could someone give me on how to grow them the best i can.

In my mostly 8a climate, I toss them into a flower bed in the summer and forget them. For you, I suggest a heating mat to get them to 80°F

Trachycaprus fortunei don't need supplemental heat to germinate, in fact they prefer a more natural environment.

I always clean the seeds very good and sow them in zipbags. Fresh seed from most Trachycarpus species can germinate very fast in the right conditions. I sowed a few T. sp himgarda seeds on 5 februari and today I saw the first seed has germinated. For me sowing in zipbags is the best way for Trachycarpus species

I've had the best luck germinating them in an open pot with slightly damp soil in my 70 degree ish living room. 

I'd also read through this thread for alternative methods:

for germination they need at least 20C + consistently, but once they germinate they will grow when it is above 10 in the night
