I'm just wondering you live in Africa so why do you wonder if you can grow  palms in Hampton Virginia?

Easily. There’s palms all around SE Virginia. Windmills, Sabal minor, Sabal palmetto, needle palm, and perhaps Butia odorata will work for a start. Your growing zone should be zone 8b

Take a look at the palm selection at the Norfolk Botanical Garden or what’s growing around VA Beach. You can easily have a palm /subtropical garden in Southeast VA and grow what’s more typical in places like North Florida and the South Carolina Lowcountry
