Pygmy date palm, Phoenix roebelenii, yes I would cover the roots.

If you’ve had it that long, in a pot inside, and it looks that good, I wouldn’t rock the boat too much.   Keep doing what you are doing.   These develop a lot of adventitious roots on the lower trunk even 1-2 feet above the ground here.   Don't worry too much about it.   If you wanted to add a little soil that would probably be ok, but don’t bury it or you could cause rot, which is a problem for indoor potted palms.
