Our christmas palms have stunted, and a small trunk broke the other day. We see these tiny black dots on the underside and I do see some hanging from small webs, those are far and few between. But I keep seeing that spider mites are white...? Are those black line looking things bugs too? Trying to identify them so I can choose between bifen or imidacloprid as we already have both. There's a also a congregation of black dots and white specks.

@tmpalm the small black threads are tomentum or ramenta, depending on where they are on the palm frond.  They are normal and not a bug or other pest.  Most palms have them in some way, they serve to keep the new fronds from getting "stuck" as they grow up through the center. 

There are a few dark splotches that look like maybe a surface fungus, but that's usually just cosmetic.  Can you post a picture of the whole palm?
