Butia problem (and waggie)

Hi, looking for some palm related help, 
Sorry for the rough annotations, hope it is understandable.

Midlands, UK. 


Basically had a problem with my butia (and a waggie but more concerned with the butia) both been in the ground 3 years.
It looks like the crown is getting smaller and smaller compared to my other one. It didn't look too bad last year, thought it was just a compact butia, but it may have suffered in winter even though it was 100% fine with zero damage in the big freeze winter the year before. It's growing, even before I treated it with peroxide a week ago (theres rot there), but the spears look really bad, there's 4 there atm and 2 semi unfurled. Some pics of a waggie a short distance away suffered the same kind of fate but without rot, moved it a week ago. Other plants are around these and are fine Inc a b.edulis/ wollemi a meter away and another butia 2m away compeltely fine. Agave fine less than 2m away so no drainage issue from the wet winter. Washingtonia 8m away has zero winter damage. Can this be some kind of issue with my ground quality in that particular spot and should I move the butia ASAP? Worried about disturbing it whilst it's bad, but looks to me like it's only going to get worse and maybe should be moved. The waggie looks like it's growing a nice spear since I moved it a week ago but I know butias are quite slow growing in 18c +.
