new fronds cut short?

A few of my smallest potted palms have pushed out new fronds which appear to be cut very short. Nothing larger has been affected. Is it a pest? There has been some animal destroying my aloes and cactus. Also, I do have 2 S. causiarum with a severe white scale infection, but I haven't seen bugs on anything else. Is it cold damage? There were 2 nights below freezing in mid Jan.

Should I toss them or just watch and wait?

My Kerriodoxa put out a leaf just like this (very small, foreshortened and browned at the end). I think it probably had some root rot going on in its then pot and/or nutrient deficiencies. When I re-potted it the root ball completely collapsed, and it looked very sorry for itself for half a year (I thought it probably wouldn't make it), but now seems to have made a full recovery, and is putting out perfect leaves again.
So I don't think this phenomenon is pest-related, but possibly root and/or nutrient issues (root rot itself causes nutrient issues).
Certainly don't throw away your palms, which otherwise look healthy. There must be a common environmental denominator for multiple palm seedlings all to be doing this. I'd check the roots for a start.

They'll be just fine and will start pushing out normal fronds soon.  I believe it's cold damage.  I had 3 palms spear-pull and a couple others showed new spears with damage.  Although our ultimate low wasn't horrible we did spend an unusual amount of time below freezing coupled with high winds.

Agree with above. Appears to be cultural/stress issue. Hope they recover well for you!
