Dwarf or mutant Butia, or an injury of some sort?

I saw it today at Tokyo Disney. Its growth sort of reminded me of Chamaerops humilis var Vulcano.

It must be a mutation of some sorts. I went and looked on Google Maps and found the location. The photo isn't great, but if it's the same location, then it has been this way since at least 2014.

I went back today and took a few more photos. I tried looking for signs of seeds, but no luck.

I've never seen they seeds. 

But I have also seen short leaves Butia in Iwakuni City, Yamaguchi Prefecture, Japan.

So maybe it's genetic.

Oh wow! I went to DisneySea too and I missed it. I wonder when Butia usually seed and flower?

I noticed the distinctly short fronds as well. they really stick out, I have searched for pics of almost every Butia I have came across but that ones doesn’t look at all familiar, can anyone get a positive ID on this Butia sp.?

It is said that almost all Butia in Japan is Butia capitata, so I think this is also B.capitata.

It was in a place that was a little hard to find. In Japan, flowers bloom and seeds form from summer to autumn.

Those unique fronds do not resemble known examples of B. odorata or B. capitata

IMHO it looks like a Dwarf Butia Capitata var. Strictor or a but I have never seen a Dwarf ‘Strictor’ before. I do know that it is a very unique looking Palm and it is almost certainly NOT a regular Butia Capitata.
