I take it you don`t what it is, Owner says its a cross but don`t know with what. Produces small seed and about 35ft tall. always looked this way crazy fronds. Standing under this palm the fronds look like a Veitchia.

Although it is all from memory, I saw one like it in the church yard of the Catholic Church in Lanai, Maui.  The leaves were almost entire or bifid, like yours.  It could be some weird mutation or cultivar, but my guess it is suffering from a deficiency of several minerals.  The one in Lanai was unusual, but I don't think that attractive.  If it is a true new variant you should talk the owner into giving you some nuts to propagate and see what comes up.
