Mexican palms or pineapple palms? Which are perkier and best by a pool? Do mexican palms get droopy like sabal palms?

Not sure what you mean by droopy. Do you have a picture? The round crown of a few full grown Sabal mexicanas is probably the right height to block the view. 

I’ve never been to Cali and I don’t know what I’m talking about but don’t you have native stands of Washingtonia filifera nearby? (California fan) I expect those would be more suited to the environment, if they’re an option. 

I’d keep the sabals if they’re healthy but between the two you’re looking at, I think I’d opt for the Phoenix canariensis because the large crown and thick trunk will help block the desert scene for some years. The Mexican fan palms will grow very fast and then you’ll need to underplant something else for blocking the view.
