What do you guys think the chance of my pindo recovering is? Where are you located? What is the back story to this (cold temperatures, recent planting, etc)?

By the looks of the pulled spears, its pretty bad, especially if it smells bad. I would definitely go with the copper fungicide. You could also try H202 then dry it out after it stops fizzing.

I am located in Seattle zone 8B this palm was planted exactly one year ago from a container. This was a especially cold and wet winter.

I had a Rhopalastylis Oceana that pulled a spear last Sept and it smelled terrible. I immediately poured Hydrogen Peroxide down the hole and continued this treatment every couple weeks for months. In Jan I noticed growth and now it’s pushing a couple fronds at the same time. Those fronds look terrible and the tips are all shriveled looking but they are growing!! Don’t lose hope. 
 

I’d do the same treatment and give it 6 months before throwing in the towel if I didn’t see movement.
