Can you trim off half of a palm frond or will it kill the frond?
Like for example, some fronds on my palms are freeze burned with the top half of the frond brown while the bottom half of the frond still has some green. Could I cut off that brown top half?

You can cut off as much of the frond as you want! It won't kill the palm it might actually help!

Brown foliage is already dead. Trim it off for aesthetic purposes. It won’t harm the green part of the frond at all.

Yes this is what I do on my cold damaged stuff around this time of year. The petiole and rachis stay green/yellow for awhile so I don’t want to lose them so I just trim the brown leaflets until the rest of the frond starts to brown.

Was doing some yard work today, and my Queen in the backyard has some cold damage. I grabbed the end of one of the damaged fronds and the dead part pulled right off. Didnt even have to cut.
