It appears my Arenga Hookeriana were happy this season and have blessed me with a good bunch of seeds. Are these little buggers remote germinators or should I be burying the seeds deeper?

Is that the distinction? Sorry, I'm not answering your question. You probably can use the baggy method and my understanding it is the size of the seed that determines the depth.

What I read was that smaller seeds dry out more easily so they should go deeper. Probably its not quite that simple.

Not sure really. I've had great success with Syagrus Schizophylla and others by just laying them on soil, covering with Spanish moss and leaving them moist/shady but I'd hate to take a risk with these little gems.

Depending on the quantity of seed, you might try various methods. Baggie, germinate in soil with some cleaned and some not and at various depths. Being that they are fresh, you’ll probably have good success regardless of the method.

Here is a good example of why to ask about remote vs adjacent.  Adjacent germinators would not do the following if seeds are planted relatively shallow:

CIDP (remote germinator) seed planted about ½" deep

They are remote germinators. Not hard at all to germinate, just take a little time, but have to be careful about soil type. They can damp off/get chlorotic very easily. Either com-pot or bag will work like any palm seeds.
