I get them all the time! Hand sanitizer in a spray bottle kills them right away and I've had success with dish soap (not diluted too much). I'll also use an insecticide like Sevin if it's really bad. Insecticide is probably best because it's made with plants' sensitivity in mind. That said, I havent had issues with dish soap harming the palms yet. Make sure you keep checking every couple of weeks because some eggs will inevitably survive. If you are lucky you can also buy mealybugs predators like mealybugs destroyers or green lace wings. Unfortunately that option is not available where I live.

I read, that some one, placed a pets Flea Collar, at bottom of tree, and it Worked ?

I have had good results with systemic insecticide. I bought a cheap bottle of concentrate from Home Depot and it was the only thing that saved an indoor Chamaedorea that was constantly under attack by mealy bugs. 
 

It’s so hard to get in all the nooks and crannies with oils and alcohol, but worth doing as an initial treatment.
