I drive by this thing to and from work everyday. I gotta say, it kinda drives me nuts however it is unique. Anyone ever see one growing like this?

Some funny pruning??  Because it has a lot of dead fronds.

Pruning was my initial thought. Still odd tho, all the butia I've ever seen have had some droop to the fronds, these have none

Looks like it is diseased or fronds cut off mid way but I have no idea

No, the dead, senescent fronds show that this is the natural growth habit.   :)
