What is the agreed upon zoning for planting this palm? I also read that it is an extremely fast grower. 

I live in 8a and honestly I have not ever seen it sold here, or maybe Im just looking in all the wrong places.

Here in the southeast, probably a best case high 8b/low 9a.  They are hardier in more arid areas than they are here.  They use them here in some areas like Cleveland Heights Blvd. to make it look like LA.

Rather than buying one, you might be better off getting seeds from someone.  They typically germinate in a week to 2 weeks and grow pretty fast.

Yeah, they like dry air and loads of water :).

They do grow fast given heat and sun. Here in the humid east they are hardy to low 20s, in the dry west to 18F. Accepted range is 8b-11.
