There are no restrictions on taking seeds through Customs between European countries, or between EU countries, Switzerland and the UK. I take seeds in my hand luggage from Spain to the UK all the time, including potted plants and uprooted seedlings!

No problems in European countries which are part of European Union.

If you are worried about carrying them you could post them ahead, or post half of them.

Cheers Steve
