What kind of permit do you need to import small batches of seed into the United States? I always thought small orders didn't need one, for seed that was cleaned with no fruit. I have never had a problem the last 17 years until recently when they were confiscated.

The definition of a small batch is vague at best. To be 100% safe you need a USDA PPQ 587 form and a phyto. If both are inside the package you'll never have a problem.

The 587 form can be found online and unless you go through the interview process to get setup in the web portal you will need to fax or mail the completed form to the address on the form.  Another tip is to use only the genus- cycas, copernicia, trachycarpus, etc not specific species.  Also put as many countries as you think you will import from right from the start to keep from having to submit a new permit later on as going through the fax route still takes 2 weeks to get the permit returned.  Feel free to ask me any other questions that you have.
