I found those dots on the freshest part of my Archie's trunk. Is it pest, what may cause it (dog lifting a leg against trunk maybe?) and any suggestion for an ecological treatment such as with coffe grounds or parafin oil?

Yes, this is scale. Very common problem near the old leaves. 

If they are in the trunk and this is a healthy palm, they are not dangerous.

Ecological treatment: Spray with parafin oil or with potassium soap.

Could you help me please with details about the use of parafin oil? Is it applied undiluted it of diluted and at what ratio in last case ?

Always diluted in water. With the common oil that i have the ratio is 1-1'5%. 

This is for example for 10 L water, 100-150 ml oil.

But tomorrow, when i will be in the work, i will see the label and i will tell you what is my parafine oil.

With oil is very important  to wet well the plant and always with sunny and warm weather, treat in the early morning or late afternoon. And repeat the treatment 7 days after.

Its scale, as said. Just water more and it will decrease. You can rub it off softly with your fingers, it doesn't come back. Or spray/lightly mulch with coffee.

This is the parafin oil that i am using. Is parafin oil 83%.

If you find one like this, 83% parafin oil, you know the ratio is 1%- 1'5%.
