Yes, it causes stem elongation, so much so that many seedlings ended up collapsing.  It was as though everything looked extremely stretched.  Ultimately stems could not handle weight of leaves.

its crazy. It just makes the stem a whole lot longer. and stretched out. I tried it on a few date seedlings just to see if it worked, they went so much faster but over all they fell over. I tried it on a larger palm, and a large GBOP and it just really stretched out. I wouldnt do it if I were you.

You would be money ahead just to buy the raw materials, GA3 and kelp extract are readily available products and are much cheaper than this product.

Adding GA3 to a fertilizer regime for seedlings you need to keep the ppm ratio very low to get over all growth without elongation, I have used 5 - 7 ppm and got good grown without elongation but 25 ppm (considered to low to effect most plants) causes elongation in palm shoots. I have used the kelp extract to help in over coming mg deficiency and aid a palm in recovering from being burned by dog urine at 3000 ppm.
