When i post and want to edit it after posting the note comes up after that:

But today i saw a user of this forum posted, and his post changed after few minutes (it was edited) but it doesn't have edit note.

How come?

This is one of the "perks" of becoming an IPS Member that have been discussed before. The note does not appear for members. Larger photos, and larger PM in/out mail boxes, are others.
