I don’t know what this small tree is or shrub or whatever it is, all I know is it’s tougher than nails. Extremely dry conditions through to soaking wet conditions extremes of heat and cool weather. Thanks in advance.

I think it's Tabernaemontana pandacaqui... but definitely a Tabernaemontana.

It looks a lot like Juanulloa aurantiaca.  Do small orange flowers emerge from the tips of thr blooms?

I have not been able to observe the plant in flower as of yet, but i will have a look at your reference point thank you.
