Dracaena?

A friend of mine has this planted in her garden here in the myrtle beach area (zone 8b). It looks like a dracaena to me but if so I'm really surprised it made it through the winter without protection.

Local differences in each area's climate aside,  these are a fairly easy grow in the Bay Area, inc. some cooler spots though the leaves can fry a bit if grown in a spot that gets all day sun / is hot.. 

As long as they don't freeze to the ground / stay soggy during and right afterwards, have seen specimens push new growth after their tops were fried during a hard frost.

Obviously, if they get too big ..or you want to start new ones,  just lop off a branch ( say a 8-12" length )  and root.. As easy as starting Ti- Plants.
