About 13 years ago I was given a small palm from Home Depot, maybe 6 inches high.  Now the tree is over 8 feet and has been grown in my office.  Do you know what palm it is?  Also, in the last week a shoot has emerged from one of the branches.   Is this another branch or flower?  Photos attached.  Thanks.

This is not a palm, this looks to be Dracaena marginata. The shoots you see are new branches.

They're pretty easy to propagate if you think it's getting too tall for your workspace.  You can air layer, take top cuttings or stump cuttings to gain additional plants if desired.

So I can remove the shoot that's coming out to make a new plant?

I'm not sure if what you're suggesting will work.  You need about 4" of stem.  What you can do is cut off the top shoot from the branch with the new shoot coming out the side and root that cutting in water or soil to make a new plant and then allow the new shoot to become the "new" top.  You can also cut the remaining branch into 4" pieces and root them by laying on top of soil and lightly covering.
