I transplanted it WITH the biodegradable cup I initially planted it in, and despite it already being completely absorbed by now, it is still showing no signs of growth... (image)

There are slow to get going  ...and like lots of heat..  Not a plant for the impatient plant person, esp. from seed.

I understand that, but it reached this size in about 4 days and it hasn't grown a millimeter since.

Seedling do this sometimes ..Sprout quick, then kind of sit for a moment before pushing on.. Just keep it warm and moist ..but not wet.. ( Will rot under cool / too moist conditions,  esp in heavier soil like it looks like it is planted in ) and give it time..

They hate wet leaves, even in warm conditions, water sitting in the crown is a sure fire recipe for disaster.
