I know they don't need as much water in wintertime due to their slowed metabolism in winter but I was wondering how much to water them?
Once a week?
Once every 2 weeks?

Are they in a pot? Planted in sand? I never water mine in N. Florida. Only rain fall.

They are in the ground.
Not sure how the climate is up by where you live but here we get most of our rain in June-September, after which it gets quite dry.
It's pretty common to see at least a severe drought in the spring time.
Usually, la nina years bring less rain than el nino years during the dry season.
I live in a tropical savanna climate.
I think they should be okay over winter without rain but I am not sure.
Last year I watered them some but that was my first year with banana trees.
I'll probably water once every two weeks in the dry season.

Similar rainfall times, but we get down to low 20’s. I never water mine in the dry spring, but they do get morning and evening shade. 
 

if you watered regularly during dry periods they will probably grow faster, but not a necessity unless they are in full blazing sun.
