I have to remove some Yucca Rostratas with 2-4FT of trunk and I have one that has about 12Ft of trunk.

Best Time to Move?

Remove % of leaves?

Do cut roots regrow, or do cut roots die?

I plan to pot them up, and then eventually put them in designer pots.

They'll dig them out of the ground in the wild and cut everything off so they are basically just like a log and ship them to the US.  Same thing they do with Dicksonia.  They will regenerate, but I would still recommend to get as many of the roots as possible.  The roots are pretty fragile in my experience.  Once you have them transplanted you'll probably have to stake them for at least a year while the roots regrow.  Not sure about removing the leaves, but I have had die back on lower ones when I've moved them in the past but they all had no more than 2' of trunk.  Sorry I couldn't help more.
