Last winter after Hurricane Harvey  we had a bad freeze in Galveston. It damaged my Bismarkia and Queen palm. The Bismarkia is fine now but the Queen palm isn't. It put out two fronds  out about half way and then more new fronds are a foot long or less. The two larger fronds are turning brown at the tips and no getting any longer. I think everything is stuck.

Is the such a thing as "crown crowding" or something and what can I do?

It is residual from the cold weather.  A lot of Houston and Galveston queens have or will die from this winter.  Some just hand in there longer than others before they throw in the towel.

Just wanted to add a little information above freezing  conditions for palm trees . Many people talk about palms that are freeze hardy and they seem to ignore the problems created by stress from freezing conditions on any tropical plant. Stress  that is unusual to any palm can attract many different insect problems to the palm. These insects may not kill them immediately, but several years later the palm can die.
