I picked this up without a tag or any ID. After a bit of research, my guess is that it's Billbergia "Muriel Waterman", but I'm looking for other opinions, and how common (or rare) this is in this part of the world.

It is indeed 'Muriel Waterman'. Not rare and a very good grow here in Oceanside. Actually one of my more "weedier" bromeliads.

No prob Pando. Your friend shouldn't let the rarity factor influence his decision to get one. A well grown specimen is a very cool looking plant.
