That is sold here in Australia as 'Tigar Grass' sorry I can't remember the botanical name off the top of my head. The canes can grow up to 3m tall but looks nicer if old cames cut out or cut to the ground annually.

Propagation  by division of a decent sized clump or from seed. I've never seen one set seed as the canes look rather messy at that stage and are cut to the ground.

It does set seed, in my last garden they used to come up in my roof guttering !!!

I guess in my climate as the canes mature they look awful therefore cut or die before the flowers set. Having tiger grass in the gutters would be very anoying. There are definitely better plants to grow.
