We have a ponytail palm that was left outside over the (somewhat mild) winter in Austin, TX. The trunk was wrapped in a blanket. We thought it had died, because the top had turned brown. I discovered yesterday that it is sprouting out all over the trunk (but not the ball). See attached photo.

What should I do to it?

I'd just watch it for a while then cut the dead bits off. Then maybe thin out a few of the new branches if they seem to be crowded.

Cut until you see clean tissue (probably to where the top sprout has popped out) keep VERY dry. Allow the new growth to develop. It will now have multiple stems. Good luck (not a palm).

A pair of good tempered-steel bonsai branch cutters are the handiest in cases like this. The cut they leave is recessed ever so lightly and leaves no trace of branching. They are an indispensable tool for precision pruning.
