This palm is considered the third most frost hardy, after C. radicalis and C. microspadix.  Unfortunately in my very cool, humid microclimate the palm is afflicted by thrip. 

I gave away previous plants to a friend in a hot, inland area (Brentwood, CA) and the thrip problem went away, his palms are growing well.

I purchased these three 1-gallon plants shown in the photograph as a second attempt to grow this species in my garden. They are mature, and two have flowerstalks.  However they have been damaged by thrip also.  I don't care to attempt to control the thrip with chemical pesticide so I offer them for free.

  The only condition is no shipping;  you must come to my garden to procure the palms.  Send me a PM if interested.
