Found this on the back of an otherwise healthy looking young Sabal. What is it and how do I stop it? Are these bugs? They're small enough I can't see them well so I used the phone to zoom in. I'm tempted to remove the frond but if this is just going to happen to more I'd rather treat it.

Looks like the "work" of one or another caterpillar species that probably lives inside this dry pup of leaves. Open it and remove the critter(s)

Alt:1030m. Native palms: Queen, B. eriospatha, B. microspadix, Allagoptera leucocalyx , A.campestris, Geonoma schottiana, Trithrinax acanthocoma. Subtr. climate, some frosty nights. No dry season. August: driest month. Rain:1700mm

Thanks, Alberto! It was easily scraped off but then blew away with the wind before I could inspect it further. I hope that's the last I see of it.
