Liptstick Palm issues

My large lipstick palm doesn’t look healthy. It may have been too much direct sunlight but I also noticed some small spots under the leaves. Seems like tiny black lines in the grooves. Any idea what this is or if it’s bad for the palm?

They look like ramenta. I've not grown this palm, but they're probably supposed to be there. They're too evenly-spaced to be pests.
