My best guess

You are good.  Yes  18, I think!.  The two large houses on the right were built about 10 or so years ago and transplanted the palms from several locations around Brookings.  Most of the Fan palms came from a home down the street from me and I saw them on flatbed trucks not knowing where they were going.  Several weeks later I saw them being replanted on the ocean front side of these large houses.

As you know transplanting Palms is a business and the larger the palm the bigger the costs.  Getting the Palm to survive the transplant is critical and judging from the look of these Palms it was a success.

Coldest temp. we saw so far in Brooking this year was about 32 F for a few hours.  I am seeing more palms everyear appearing all over Brookings and surrounding area, many new types I have no idea what they are.
