That's a lot of variability.  It looks like a zone 6 on average, with some winters warmer and some colder.

I think other important factors are the duration of the cold, if there is snow cover when it's that cold and how frequent it gets close to the yearly minimums over the course of the season.

Sometimes just the absolute min temp doesn't tell the full story.
