Chamaerops humilis pot size, white stuff and mushroom

So I was going to put my Chamaerops into the ground but I've decided to wait and just put it into a new pot but it's completely grown out of this pot and been wanting to put it in a new pot but I'm unsure what size? I also saw this white stuff on the leaves want to know what it is and should I spray it with neem oil? and I saw this yellow mushroom growing but I'm unsure if its harmful or is it fine?

Don't worry about the mushroom, I've had heaps in pots over the years and nothing bad happens. The white stuff on the leaf does look like a pest but I'd just wipe if off.

Thank you! I sprayed the white stuff with neem but it rained and now they are gone! appreciate it!

Agreed, the white bits look like mealybugs or pupating critters - who knows. 

Also, if you haven't planted or up-potted it yet, and plan to plant it in the ground - I would wait until spring. Chammies don't really care about staying in their pot, and up-potting it, and then planting it a few months later is just really not necessary. 

 

Plant it out in early April Id say. Amend the hole accordingly, and if you can use some Dr. Earth Exotic Blend in and around the planting site upon initial planting. Seems to really help with establishment. (totally optional).
