Larry..I think it may take a while, but honestly i would not know what to expect to say "yes" its doing fine

there is a large spike of new growth that has been unopened since early sept

O for a Royal!

I can grow it over here for sure BUT no one imports em to supply me and my remaining time on this planet wont let me do it do it from seed.

My good sized Queen overwintered fine and is sure a growing and I will have no trouble with a King  (Archo) due to my fortunate (but not entirely frost free) back yard.

That will make the "Royal Family"  nearly complete but I cant do Prince and as for Princess I reckon that has to be a Protea which does fine (grandiceps).

There may be some "ideal" microclimates around but they are far and few between.

I would say nutritional problem for sure and could be partly the soil but not sure about that. Royals seem to do well in diferent types of Fl soils. I have peat humus and sand and they seem to love it and Ive seen them in sand and they seem to like that also.Try the fertilizer with the minors and you should see results. I might add the fronds that are ugly will never look better just the new ones after you fertilize and even those could just gradually get better with each spear.

a question regarding fertilzer....    Does anyone know the best fertilizer to use for royals?   I have what is now a 5-foot royal, doing really well.. It has pushed out 2 new spears in the past month.. I'd like to fertilize it, but I'm not sure which to use.... It's not too easy to get alot of specific "Palm" fertilizer around here... Most of them just say "Houseplants"... but I  found a liquid by Shultz that has Manganese in it and trace elements..

Summer Highs  : 85-90f/day,  68-75f / night

Winter Lows     : 38-45f/day,   25-35f / night

Extreme Low    : 10-20f/day,    0-10f / night   but VERY RARE

I use daconil myself. Royals can get a little nasty with the fungas at times when there young.

thanks...but whats the best way to apply the Daconil to a 16ft tree?...mix in a bucket with water and perhaps apply to rootball and water thoroughly?

Osomote is great for them, that or dynamite for foliage.

lpandroc I mix it close what it recommends on the bottle and I would drench the roots as well. It should tell you how long after to reapply. Sorry I can't tell you off the top of my head but its been awhile.
