I'd suggest doing some comparisons using sites like:

http://www.klimadiagramme.de/

http://www.top-wetter.de/klimadiagramme/welt.htm

The Sunset Magazine garden climate system is heavily used in California, but it isn't useful for international comparisons.  http://www.sunset.com/sunset....3.html#

And there's http://www.usna.usda.gov/Hardzone/hzm-sw1.html

Within

Fla. climate center: 100-119 days>85 F
USDA 1990 hardiness zone 9B
Current USDA hardiness zone 10a
4 km inland from Indian River; 27º N (equivalent to Brisbane)

Central Orlando's urban heat island may be warmer than us

Having lived in the San Francisco Bay Area for over 25 years all I can say in answer to this question is that it depends on which block of which street one is talking about!  The topography is so varied, the closness to water -- the cold Pacific or the warmer S.F. Bay, the elevation, exposure to winds, etc. can create a temperature differance of as much as 50 (yes fifty!) degrees fahrenheit in just a few miles.  There are parts of San Francisco which have probably never seen a freezing temperature, and there are parts that have probably never been above 65 deg. F.  Often the places with the highest recorded temps are the same as those with the lowest recorded temps.  Quite interesting for the gardener!  S.F. is probably the microclimate capitol of the world.
